CMI Level 7 Certificate in Strategic Leadership for the Public Sector

The public sector is facing unprecedented challenges and operating in increasingly complex, volatile and incomprehensible environments, driven by both domestic and global uncertainty. 

In 2022 UK Government research identified 4 key themes that would impact the future of the public sector 

1: Moving public services online  

2: The changing role of the state (post Covid, EU exit)  

3: Rising complexity of operating environments 

4: New expectations of public sector leadership  

These agendas whilst still relevant have moved on significantly since 2022 and additional layers of complexity have emerged as a result of significant and increasing global disruption, regional devolution vs greater central control, the ever-increasing complexity of addressing health and social inequalities. 

In response to these challenges SPD have developed two brand new programmes, designed to support leaders and managers operating across the public sector. 

Designed and delivered by tutors with backgrounds in leadership across a range of public sector organisations the programmes aim to provide a learning and development opportunity that blends theory, practice and reflection and supports delegates to deliver key outcomes in complex situations.

Day 1: Leading in the Public Sector 1  

Day one begins by focusing on focuses on an exploration of personal leadership strengths, style and resilience before contextualising the leader’s role in a public sector organisation. We will explore, consider and analyse the key challenges facing the public sector and the impact these have on public sector leadership and public sector leaders.  

Delegates will explore a range of leadership factors including:- 

  • Strengths based leadership
  • Leadership stretch and resilience
  • Leadership communication in challenging times
  • Leading through complexity
  • Personal and organisational leadership resilience
  • Leadership presence  

Day 2: Leading in the Public Sector 2  

Building on the previous day we will undertake a deeper exploration of the complex challenges currently facing the public sector and how leaders can navigate, lead and deliver the pace of change required.

  • Leading the changing expectations of our workforces.
  • Crisis management
  • Leading change in VUCA / BANI environments
  • Exploring future public sector finance & governance requirements
  • Risk appetite and management
  • Analysing data and decision making in complex environments

Day 3: Innovation and Entrepreneurship in the Public Sector  

As demands on public sector services grow the available funding decreases. Many local authorities are struggling and organisations including the NHS and Police Service are regularly in the news outlining how current financing is unsustainable. There is a cross-public sector narrative that the only way forward is ‘to do more with less’. Increasingly public sector organisations are considering how they can operate in different ways, make efficiencies and potentially generate revenue. The day will explore contemporary ideas regarding innovation including use of AI but will also myth bust and broaden concepts of innovation and entrepreneurship. 

  • Explore current organisational challenges, blockers and barriers
  • Principles, models and approaches to innovation and entrepreneurship
  • Engendering a culture and mindset of innovation and entrepreneurship
  • Myth busting and broadening approaches to innovation & entrepreneurial thinking
  • Thinking creatively
  • Identification of opportunities to innovate.
  • Engendering an organisational culture that scaffolds innovation & entrepreneurial approaches
