CMI Level 7 Certificate in Strategic Leadership for the Public Sector

The public sector is facing unprecedented challenges and operating in increasingly complex, volatile and incomprehensible environments, driven by both domestic and global uncertainty. 

In 2022 UK Government research identified 4 key themes that would impact the future of the public sector 

1: Moving public services online  

2: The changing role of the state (post Covid, EU exit)  

3: Rising complexity of operating environments 

4: New expectations of public sector leadership  

These agendas whilst still relevant have moved on significantly since 2022 and additional layers of complexity have emerged as a result of significant and increasing global disruption, regional devolution vs greater central control, the ever-increasing complexity of addressing health and social inequalities. 

In response to these challenges SPD have developed two brand new programmes, designed to support leaders and managers operating across the public sector. 

Designed and delivered by tutors with backgrounds in leadership across a range of public sector organisations the programmes aim to provide a learning and development opportunity that blends theory, practice and reflection and supports delegates to deliver key outcomes in complex situations.

Day 1: Leading in the Public Sector 1  

Day one begins by focusing on an exploration of personal leadership strengths, style and resilience before contextualising the leader’s role in a public sector organisation. We will begin to explore, consider and analyse the key challenges facing the public sector and the impact these have on public sector leadership and public sector leaders.  

Delegates will explore a range of leadership factors including:

  • What is leadership? inc leadership models
  • Leading change in VUCA / BANI environments
  • Understanding your stakeholders
  • The role of culture and values in leadership
  • Your leadership presence 

This exploration will encourage you to critically reflect on 

  • Leadership stretch and resilience
  • Communication in challenging times
  • Leading through complexity
  • Personal and organisational leadership resilience

Day 2: Leading in the Public Sector 2  

Building on the previous day, day 2 expands on the 'what is leadership?' question by introducing you to further models and current leadership thinking. We will undertake a deeper exploration of the challenges associated with working in public sector organisations as complex adaptive systems and how leaders can navigate, lead and deliver the pace of change required.

Drawing on their own experiences, delegates will explore a range of leadership factors including:

  • Leading in your environment - what you do and how you do it
  • Understanding the nature of strategy and strategic leadership
  • Strengths based leadership
  • Getting to grips with leading in a VUCA / BANI environment
  • Systems thinking and leadership
  • Agile working, including the potential constraints of governance requirements

As part of this you are also encouraged to consider

  • The impact of changing political (and Political) landscapes
  • Shifting expectations of your workforces.
  • Risk appetite and management
  • (Ethical) decision making in complex environments

By the end of the Programme Delegates will:

  • Experienced in Leadership communication in challenging times
  • Lead through complexity and develop resilience as a leader
  • Explore the future of public sector finance and governance
  • Analysing data decision making in complex environments
  • Understand Organisational Challenges /blockers/barrier
