CMI Level 5 Certificate in Strategic Leadership for the Public Sector
The public sector is facing unprecedented challenges and operating in increasingly complex, volatile and incomprehensible environments, driven by both domestic and global uncertainty.
In 2022 UK Government research identified 4 key themes that would impact the future of the public sector
1: Moving public services online
2: The changing role of the state (post Covid, EU exit)
3: Rising complexity of operating environments
4: New expectations of public sector leadership
These agendas whilst still relevant have moved on significantly since 2022 and additional layers of complexity have emerged as a result of significant and increasing global disruption, regional devolution vs greater central control, the ever-increasing complexity of addressing health and social inequalities.
In response to these challenges SPD have developed two brand new programmes, designed to support leaders and managers operating across the public sector.
Designed and delivered by tutors with backgrounds in leadership across a range of public sector organisations the programmes aim to provide a learning and development opportunity that blends theory, practice and reflection and supports delegates to deliver key outcomes in complex situations.

Day 1: Public Sector Leadership 1
Designed for mid-level and aspiring mid-level public sector leaders and managers day one of the programme will explore individual approaches to leadership and management before exploring the key challenges currently facing the public sector and the impact on the public sector leaders role with an emphasis on: -
- Personal leadership strengths
- Managing V Leading and when to apply different approaches
- Leading & managing in changing political landscapes
- The impact of organisational culture
- Leading & managing complex change
Day 2: Leading in the Public Sector 2
Building on the learning from day 1 we consider public sector organisations as complex organisational systems and explore a range of tools, techniques and approaches that can be adopted by leaders and managers to navigate the complexity.

- Using data to undertake effective organisational analysis
- Introduction to and application of a range of organisational analysis tools
- Making ethical decisions in complexity
- Crisis management
- Crisis management scenario
- Delegates engage in scenario-based exercise designed to explore management and leadership & decision-making in complexity.
- Scenario debrief
Day 3: Leading for the Future
There is a cross-public sector narrative that the only way forward is ‘to do more with less’. Increasingly public sector organisations are considering how they can operate differently, make efficiencies and potentially generate revenue. This session will support delegates to: -
- Explore key processes
- Apply a range of continuous improvement tools in order to identify where efficiencies and improvements can be made.
- Apply tools and approaches which facilitate innovative thinking and potential cost-saving or revenue generating opportunities.
The programme concludes with a facilitated group coaching session where delegates will have to time to explore their learning and develop both personal and organisational action plans.
