There are more than 75,000 statutory homeless households in England, while the number of people sleeping rough increased by 16% in 2016. According to the charity Crisis there are also “unknown thousands” experiencing “hidden homelessness”, categorised as people who are not officially registered as homeless but are dependent on the generosity of family or friends for a place to live.
The House of Commons Library cites benefit reforms and a “shortfall in levels of new house building” as contributing factors to a significant rise in homelessness since 2009/10.
The Homelessness Reduction Act, which places greater legal responsibilities on councils to tackle homelessness, will come into effect in April 2018. The Government has announced £48 million of funding to help councils cover the additional responsibilities.
In November 2017, Communities Secretary Sajid Javid announced that the decision to reclassify housing associations as private sector bodies will result in significant increase in affordable housing.
